ensure make ci is consistent with system
...
Sadly I can't see of a way to pass your current system to `nix build`.
So, let's just support x86 64-bit Linux and tell the user how to
use `nix build` directly.

break make format into sub-targets
...
...so that the the nix env won't reload when one just want to format the haskell code
now we have:
* `format_haskell` target
* `format_nix` target
